sham government at Peking cannot represent the whole Chinese Community, and England is in no hurry to recognise the National Government in Canton as entitled to represent the whole of China in dealing with this matter. Therefore, seeing that we have obliged England to recognise the above two facts, we can quite well make a local settlement of a part of the Hay 30th incident, i.e. the Canton-Hongkong Strike, the severance of our economic relations with England and the Shakee tragedy.

At present we are faced with a very important question. Does England's recognition of the above two facts and the opening of the Sino-British negotiation arise from a thorough understanding of the position? Or is it merely a temporary expedient? We must keep our suspicions in this connection away while negotiations are going on. For history has taught us that the oppressed should beware always of the doings of their oppressors. This question can only be solved by actions: words are useless. How is the question to be solved by actions? Quite easily! It is only necessary for China and England practically to show that they will adhere to the three International Principles throughout the negotiation, and this will be enough. That are the three principles?

(1) Equality; that is England must not treat China.

(2) Justice; that is England will adopt towards Chinese

victims the same principles of justice as would be

accorded to victims who happened to be Englishmen.

(3) In accordance with the change of circumstances;

that is England should not plead the existence of Treaties more than 80 years old to enable her to evade responsibility or to seek benefit.

If England fails to show by her actions that

she adopts the above three principles on which to base
