sham government at Peking cannot represent the whole Chinese Community, and England is in no hurry to recognise the National Government in Canton as entitled to represent the whole of China in dealing with this matter. Therefore, seeing that we have obliged England to recognise the above two facts, we can quite well make a local settlement of a part of the Hay 30th incident, i.e. the Canton-Hongkong Strike, the severance of our economic relations with England and the Shakee tragedy.
At present we are faced with a very important question. Does England's recognition of the above two facts and the opening of the Sino-British negotiation arise from a thorough understanding of the position? Or is it merely a temporary expedient? she adopts the above three principles on which to base
